Prepare the Beef: Thinly slice the beef against the grain. In a bowl, mix the beef with soy sauce, cornstarch, and sesame oil. Let it marinate for at least 15 minutes.
Prepare the Sauce: In a small bowl, whisk together oyster sauce, hoisin sauce, rice vinegar, brown sugar, and water. Set aside.
Cook the Beef: Heat 1 tbsp of cooking oil in a wok or skillet over medium-high heat. Add the beef in a single layer and sear for 2-3 minutes per side until browned. Remove from the pan and set aside.
Stir-Fry the Vegetables: In the same pan, add another tablespoon of oil. Stir in garlic and ginger, then add bell pepper, carrots, broccoli, and snap peas. Stir-fry for 3-4 minutes until slightly tender.
Combine Everything: Return the beef to the pan, pour in the sauce, and toss everything together. Cook for another 1-2 minutes until the sauce thickens and coats the ingredients evenly.
Finish & Serve: Remove from heat and garnish with sesame seeds and chopped green onions. Serve hot with steamed rice or noodles.
